After watching Toy Story 2 and 3 last week, this fish is still trying to figure out why the dinosaur, pig, and slinky-dog can all talk, but Woody’s horse can’t.

Silly fish. Same reason Pluto can't talk but Goofy can. It's a class thing. The underside of Duckburg is pretty ugly.
