I'm not sure, but I think that the big bug is eating the little one.

Before the floods this summer, this was a road. Three months after the flooding, it's still not repaired.

I suspect it is a damsel fly. Smaller.

It is a damselfly, of the class called bluets. They are hard to tell apart.
